Connected to that, something one of the DRC said was that safety is no longer the only issue when deciding if you can open an area. Can you expand on that a bit? What others issues there are to consider in releasing areas?

I mean, these are real buildings that need repairing. Real technology that needs fixing. I doubt even a -ton- of explorers could fund that sort of thing.
