In the paper Ti'lanar said: "... we are creating a group of people who have no understanding of the D'ni and the strength of our blood. There is the relatively small percentage of those who learn and keep our traditions through the Guilds, and a growing population of fools...." and proposed the formation of Minor Guilds that would further the knowledge beyond that provided by the existing Guilds.

King Mararon agreed with the paper and followed its suggestions to reform the D'ni education system.[1]
