The Guild of Legislators was one of the 18 Major Guilds on the Guild Council at the fall of D'ni. They were responsible for maintaining the D'ni law books, minutes from Guild Council meetings and hearings, guild committees and tribunals, and personal communications between Guild Masters. All of this information—over six thousand years' worth—was stored in a huge library on the Age of Gadar.
