The City Proper is the portion of the D'ni city located on the wall of the D'ni cavern. It hosts several districts, including Ashem'en, Belari, and Nehw'eril.
Note that the City Proper does not refer to island of Ae'gura, even though the latter is often confusingly referred to as "the city".
