The "Speaker" was apparently an advisor to the Ebony Cardinal who dealt with audiences in the court. Unless the Ebony Cardinal allowed it, a visitor could only speak to the Speaker and not to the Cardinal directly.
Sirrus and Achenar were threatened by the Speaker when they spoke out of turn, but the Ebony Cardinal pardoned them.
